From the British Airports Authority's list of items permitted and not permitted in hand luggage.

"The following items ARE PERMITTED in your cabin baggage:

Drinks
・Empty containers such as flasks and mugs"

The BAA has deemed it still permissible to carry on empty vessels. Perhaps so we can cradle the memory of drinks we've enjoyed in the past.
