Once upon a time, Make-Belief-land's army was killing children in Weak-State-anon. People with guns (but without the accountability of belonging to an army) in Weak-State-anon and in Not-Made-Up-Yet-land had been attacking Make-Belief-land, as you might expect. And the US State Department said it was okay to go on killing until a sustainable resolution looked feasible.
