There's plans to introduce a two ring congestion charge to Manchester. This is at least a good dry run for the expansion of London's congestion charge to a five ring scheme by 2012. I hear that by 2030 it could cost upwards of £10 a minute to spend time in the inner sanctum, which will be a photo booth in
Charing Cross Station.
